1. Eliminate free licenses to foreign purse seiners.

2. Change the method of calculating licenses with science-based catch limits.

3.Create a national observer program that will help us monitor and control purse seine fishing

4. Expand the purse seine protection zone from 45 miles to 60 miles in our seas.

(On #4 Fecop is recommending moving the purse seine protection zone from 45 miles to 200 miles! )
